General meeting

The General Meeting is a yearly gathering of EUEA members during which all affairs concerning the Association are decided upon and its strategic direction for the coming year is determined.
The General Meeting is also responsible for:


The Board is the main managing body of the Association and is elected once per year during the General Meeting by Regular Members (i.e.: Members with voting rights).

The Board represents EUEA interests in relation to its associated international organizations and public institutions, as well as with Ukrainian and foreign legal entities.

The Board makes decisions about the admission of new members and approves experts for the Advisory Board.

Mats Lundin

Mats Lundin, Celynx AG

Mats Lundin is a Partner and Executive Board Member, working as advisor for financing and development of energy, wind, water and industrial projects with a focus on Central and Eastern Europe. In 2005-2006 Mr. Lundin was a Vice President of Marco Group GmbH (now Vimetco Group), reporting to Board of Directors – providing management and financial advisory services to a wholly owned vertically integrated aluminum smelter operation (ALRO S.A) in Romania with 7,000 employees and USD 600 million in annual turnover and natural gas import to Romania (Conef SA). He was a Vice President – Leader of investment teams in ABB Energy Ventures Inc. from 1997 to 2001, specializing in power project development, district heating projects and energy efficiency projects. Since 2018 Mats Lundin is energy adviser of Scatec Solar.

Олена РибакElena Rybak, iC consulenten Ukraine

Elena Rybak is the Managing Director of Austrian engineering-consulting company iC consulenten (Member of iC group) in Ukraine since 2013. iC works in variety of infrastructure sectors, but in Ukraine mainly provides consultancy services within internationally financed projects, mostly related to sustainable development, renewable energy and energy efficiency. Between 2009 and 2013, Elena worked as a director of the European-Ukrainian Energy Agency (EUEA). Under Elena’s leadership, EUEA became the leading platform for promoting energy efficiency and renewable energy bringing together more than 40 market leaders actively working on Ukraine’s sustainable development. From 2013, Elena is a Member of the Board of EUEA and continues her dedicated work to promote investments into Ukraine’s energy and energy efficiency markets. In addition, Elena develops new and important areas, such as mainstreaming gender in infrastructure projects. Prior to EUEA Elena has been the Country Manager at the Swedish-Ukrainian Business Club and Programme Coordinator of “Nordpraktik – New Managers for Ukraine” financed by SIDA. Elena holds Professional MBA in Energy Management from Vienna University of Economics and Business (WU Executive Academy), the Business Administration degree from International Christian University-Kyiv and is an alumna of several international exchange and leadership programmes.

Yuri KubrushkoIMEPOWER 

Yuri is co-founder and Managing Partner of IMEPOWER, leading specialized energy advisory firm in Ukraine. Over 20 years of experience in strategy, investments, finance, market and regulatory advice with focus on the Ukrainian energy sector for private and public sector clients. Completed 200+ advisory assignments in the role of project director or senior expert, including more than 50 IFI-funded projects in such areas as institutional support to public agencies; corporate development support to energy companies; feasibility studies for investment projects; due diligence of assets in power generation, transmission, distribution, district heating, gas production, renewable energy. Deputy Project Director of the program management units of the EBRD’s USELF 1 and USELF 2 in charge of local expert coordination and report preparation. Advised numerous foreign investors and developers on market entry strategy for Ukraine and review of investment targets/projects. The clients included AES, CEZ, EDF, Elawan, ENEL, EDP Renewables, FIBA Holding, GE Capital, Mitsubishi, Saffelberg Investments, Sumitomo.

Alper has started his career as a lawyer. Having an experience over 10 years, he represented and provided legal advice for the multinational companies operating in various industries, particularly in the field of energy. Group of companies, which he co-owned and controls, operates certain PV plants in various regions of Turkey. They are also experienced in biogas. In this context, he has vast experience with regard to development, implementation and operation of solar power plant projects. Alper has extensive knowledge of finance of renewable projects regarding their technical and financial aspects. Having developed more than 150 MW solar projects in Ukraine, it is one of the largest solar project developers. In conclusion, he has experience and thorough understanding of every aspect of solar industry, from the project development to operation, including, finance solutions, EPC solutions, technical peculiarities of machinery and equipment to be procured, legal aspects as well as tax issues. 


Max LebedievGOLAW

Max has 10 years' legal experience including the energy sector which will be beneficial to the EUEA activities. As an advisor of foreign investors, he represents clean and renewable energy developers, lenders and investors, contractors and related companies on the entire lifecycle of the RES projects. He provides pioneering advice and guidance on efficient corporate structures, tax strategies, appropriate debt and equity financing models, environmental law, regulatory and risk management issues. Max's transactional experience includes a full legal support of the RES projects’ implementation in the field of solar and wind energy and he has an exclusive experience of supporting a large scale project of biomass power plant construction. Max has been an active member and contributor, ad-hoc working groups in the Parliamentary committees and regular speaker at relevant business and legal conferences.

Advisory Board

The Advisory Board provides our Members with reliable expertise within the various fields of interest.

Experts on the Advisory Board are nominated by the Board but cannot act in a representative capacity for EUEA membership.


The Director and the secretariat are the main executive force in the EUEA structure. The Director is responsible for executing decisions convened by the General Meeting and the Board as well as managing the daily activities of EUEA.

Oleksandra Gumeniuk, Director of EUEA

Oleksandra has a PhD in Economics and is an experienced former Director of International Projects in NGO Good Deeds. She has also served in 2017 as an active member of the Steering Committee of the Ukrainian National Platform of Civil Society Forum of the Eastern Partnership and coordinator of Working Group 3 of the Environment, Energy and Climate, which brings together 28 NGOs from all over Ukraine. In this role, Ms. Gumeniuk represented Ukraine at international meetings in the framework of the Eastern Partnership. She has also implemented many projects, including two international projects in consortium cooperation with partners from Georgia and Moldova with financial support from the EU and National Endowment for Democracy (NED)  on the implementation of the Association Agreement between Ukraine and EU. In 2017, Ms. Gumeniuk was a leader of an EU project on circular economy and waste management. Ms. Gumeniuk was also involved as coordinator of the project between the twin cities of Kyiv and Munich in energy efficiency issues during 2016-2017.
