Results of market survey

For discussion during the round table 9.30-11.30, April 10, 2018

Initiated and implemented by the European-Ukrainian Energy Agency

The survey was attended by 41 respondents without a special sample. Among survey participants: investors, developers, consultants, civil society organizations, business associations, representatives of ministries and international organizations. Below are the results of the survey.

For reference: This is not the position of the members of the Association "European-Ukrainian Energy Agency", but only the results of a general survey of market participants in the RES.

Thus, summing up all the survey respondents expressed the following generalized position:

Necessity of quotas. It is necessary to set quotas on newly installed installed capacity, and not on generation. 10 respondents (24.4%), voted simply "for" the implementation of the policy for energy quota system management, 7 (17%) against quotas,  9 (22%) voted for quotas for new installed capacity - 9 (22%), quotas for generation - 6 (14,6%)

The need for regional policy is RES. Given the energy shortage and energy-surplus areas and the potential of RES. 6 (14.6%) of the respondents expressed their opposition to regional differentiation, 8 (19.5%) - were unable to answer, all others have a very positive attitude towards a regional-differentiated policy of energy production - 27 (65.9%).

Quotas must be differentiated according to each type of energy generation. Most of the respondents expressed their point of view just this way. Thus, 63,4% respondents expressed their support for the differentiation of quotas depending on the type of generation with RES, 14,6% for a single quota, 22% - it is difficult to unequivocally answer.

The bulk of respondents supported the fact that the performance of the tendering system should extend to the RES as the sun and the wind. Among the generalized answers, which types of RES are to be distributed by the tendering system, the corresponding picture has emerged: biomass and biogas - 2 respondents (5%), all types of RESs - 9 respondents (22.5), 12 - difficult to immediately answer (30 %), 17 - wind and sun (42.5%).

Participants of the survey chose the threshold of installed capacity, from which the project falls under the tender system: SPP - 10 MW, WPP - 10-15 MW. Summarizing the survey in general, the results are as follows: for the SPP the threshold should be - 0.3-5 MW (19.5% of respondents stated this), 10 MW (19.5% of respondents), 20-30 MW (4.9% of the respondents) ), 50-100 MB (12.2% of respondents). All the rest (43.9% of respondents) could not answer.

Respondents in the majority chose the term of the previous contract-purchase of electricity sales up to 10 years. The opinions were divided as follows: for the period of validity of the preliminary contract, the sale of electric energy should be between 1-10 years (24.4%), 10-15 years (14.6% of the polled), 15-20 years (12.2% of respondents), "difficult to say" (48.8% of respondents).

Regarding the concept of the auction system, RES, it should be developed by the end of 2019, and should come into force not earlier than 2020. 15% of the respondents expressed their intention to complete the development of the concept of auctions of REEs by the end of 2018, 37% by the end of 2019, 7% by 2021, and 2% by 2025. After developing the concept of the AE auction system, they should come into force from 2020 (according to 27% of respondents), 12% of the respondents expressed their position on entry into force from 2021, from 2022-2024 - 10% of the respondents, from 2030-2035 - 5 %

In short terms EUEA members will present its own Position Paper to the Parliamentary Sub-Committee.
