2,3 bln Euro by 2030 of Investment for Infrastructure Development in Ukraine

TEN-T networkOn 17th April 2018 Oleksandra Gumeniuk, Deputy Director of European-Ukrainian Energy Agency, participated at 14th Eastern Partnership Transport Panel in Brussels as representative of Civil Society Forum of Eastern Partnership.

There were major issues discussed as perspectives the Trans-European Transport Network (TEN-T) development with the role of EaP Region. No less important was presentation of concept of Road Safety. Later team of World Bank presented the draft of Transport Investment Action Plan . In the evening Polish delegation arranged the presentation and further discussion on the research  So Near and Yet So Far  The Silk Railroad. The EU-China rail connections: background, actors, interests.  

TEN-T - is a European Commission policy directed towards the implementation and development of a Europe-wide network of roads, railway lines, inland waterways, maritime shipping routes, ports, airports and rail-road terminals. 

Implementation and future planning is based on the strategic EU objectives:

by 2050, the EU wants a 60% cut in transport-related greenhouse gas emissions versus 1990 levels and more specifically:

  • no more conventionally-fuelled cars in cities
  • 40% use of sustainable low‑carbon fuels in aviation
  • 40% cut in CO2 emissions from maritime bunker fuels
  • 50% shift of freight journeys greater than or equal to 300 km from road to rail and to waterborne transport
  • majority of medium‑distance travel completed by rail
  • complete European high-speed rail network
  • complete trans-European transport network
  • progress towards zero road‑transport fatalities

Transport Investment Plan by World Bank for the Eastern Partnership Region was presented. The EaP core network consists of about 13,600 km of road, 13,200 km of rail, 12 airports and 13 ports. To make the decision of the investment volume that is possible to launch for EaP countries, Word Bank prepared the deep assessment of such criteria: fiscal space, implementation (historical IFI disbursements ratios, projected IFI disbursements by 2020, by 2030), budget space (past transport spending, 3 years average capex spend, estimated or stated budget space up through 2020, 2030).

After all calculations best estimate by 2020 in mln Euro for Armenia - 215, Azerbaijan 853, Belarus - 491, Georgia - 458, Moldova - 76, Ukraine - 409. Best estimate by 2030 in mln Euro for Armenia - 1 207, Azerbaijan 3 847, Belarus - 2 167, Georgia - 2 572, Moldova - 430, Ukraine - 2 301.

summitThe key recommendation emerging from this study is that more attention and resources should be given to high quality project preparation and implementation. For this aim to set up a multi-agency fund to finance this work. The Transport Investment Plan should be adopted by the end of 2018 year, that is why it is highly important to use the opportunity and make suggestions.

This is great opportunity to join intellect of science, business, civil-society and politics to make our input to TEN-T network and not only, but also strategically think of further place of Ukraine and other EaP countries in the “Silk Railroad EU-China” and another so called 16+1 cooperation: infrastructure, high technologies, and green technologies. The 16+1 format is an initiative by the People’s Republic of China aimed at intensifying and expanding cooperation with 11 EU Member States and 5 Balkan countries.

 We should keep in mind, that transport infrastructure makes its huge impact to society, economy and environment, and now it is best time to make this impact as much positive as possible.
