The fact that the development of alternative energy sources is a priority for the state, Ukraine declares at all international and domestic events. But when it comes to the real side of the issue, then all the words remain on the paper.
<\/strong><\/em>
On November 2, 2011 the President of Ukraine vetoed the Law \u201cOn introduction of amendments to the Article 171 of Law of Ukraine “On power generation” concerning improvement of tariff system formation for power generated via utilization of biogas” adopted on October 6 this year. According to experts of the energy market, this rejection broke the emerging trend in energy conservation and use of RES (renewable energy sources) in Ukraine. “An inconsistent statements and actions are being demonstrated. Back in August-October in all the statements and policy documents the support of alternative and renewable energy explicitly sounded. Presidential veto changes this trend dramatically. For example, this decision is contrary to the already existing acts as: the Order of the President dated August 22, 2011, The state program of energy efficiency by 2014, gas saving goals expressed at all levels, the establishment of the national project “Energy of Nature” with the sub-project “Biomass Energy”, and etc.”<\/em> – said Director of SEC “Biomass “, Georgiy Geletukha.<\/p>\n

<\/strong>Also this veto significantly impedes the development of a promising alternative energy sector,\"IMG which is very attractive for foreign investors. Chairman of the EUEA Board, Dave Y<\/strong>oung<\/strong>, confirmed: “Foreign investors and suppliers express considerable interest in the biogas development in Ukraine. We should not neglect it and thus miss the opportunity to pour investments into this sector of the economy\u201d. <\/em>In addition, the construction of biogas plants would only improve the level of energy security in the country. “Due to the decentralization of power generating plants of a small capacity (1-2 MW average), we can solve the problem of the lack of power grids throughout Ukraine, particularly in remote rural areas”<\/em> – says J\u00f6rg Mei\u00dfner, Project Director in Ukraine, HAASE Energietechnik AO, Board Member of EUEA.<\/strong><\/p>\n

<\/strong><\/strong>In addition to the real financial benefits for the country, the construction of biogas plants in areas of solid waste is able to solve the problem of landfills all over Ukraine, which now occupy 4% (!) <\/strong>of the country\u2019s territory and are growing every second. After all wastes that are not able to decompose naturally and contaminate soil and water, become the “raw material” for biogas production. “Existing landfills often present places of ecological disaster concentration, leading to contamination of ground and methane emissions. All this doesn\u2019t certainly lead to solving the problem of global climate change. And rejecting the possibility of implementing projects for the remediation of landfills, thus depriving the developers of attractive pay-back period, only exacerbates the problem”- <\/em>Dave Young explained.<\/p>\n

\"\"Moreover, the possibility of development for this fuel\u2019s type in Ukraine are enormous. Director of EUEA, Elena Rybak<\/strong>, commented: “The potential of Ukraine is estimated at 3000 biogas plants (which will also help agricultural companies to improve their efficiency)! Since the adoption of an economic reform program for 2010-2015, both from the State Agency for energy efficiency and conservation as well as “National Projects”, we hear about the potential of biogas, which will replace the 0.1 billion cubic meters by 2015 (by introducing generating capacity 111 MW). For example, the number of biogas plants in Germany to date range from about 6800 to 7000, the total installed power capacity is from 2500 to 2700 MWe., and in Ukraine there are only a couple of such companies. But this is not only electric power. “In addition, lots of heat energy as well as high-quality organic fertilizer are generated!\u201d.<\/em> Furthermore, according to Elena Rybak, biogas, as a component of alternative energy – it is nothing but the possibility of energy resources diversification, and thus ensuring of Ukrainian energy independence. With each biogas plant – Ukraine’s dependence on expensive gas is reduced.
Therefore, the formal letter of appeal was sent to the President of Ukraine yesterday from the alternative energy market players with the demand to abolish the veto and adopt a law with the existing amendments. Moreover, the authors of studies Viktor Yanukovych relies on in his rejection, have already declared they have nothing to do with<\/p>\n

the released data. “It is known that some of the arguments put forward by the President of Ukraine in his veto are denied by the cited sources. We urge the President to withdraw the veto, or directly go to the Parliament and vote for the amendment to the “green” tariff. Ukraine declares the European integration, and therefore must keep pace with the European trends and develop alternative energy sources (all without exception!). Environment and sustainable development are among the foundations for today all over the world!”<\/em>– Dave Young, Chairman of EUEA Board, concluded.
