The workshop was organized by Swedish Bioenergy Associatoin (SVEBIO) and European Biomass Association (AEBIOM). Members of the event – economic experts, representatives of small and large companies of the biofuel sector – discussed the situation in the biofuel market in the EU countries, possibilities and markets for target investments. Elena Rybak made her presentation about the situation of production and export of biofuel in Ukraine, necessary economic and legislative initiatives, in order to allow the market to implement current potential.<\/p>\n
\u201cUkrainian market has enormously big potential for biofuel production. According to the Ministry of agrarian policy – potential of biodiesel production is 1 million tons a year, and bioethanol – 2 million tons. Unfortunately, now it is produced only 100 thousand of biodiesel a year and the quantity of bioethanol a bit higher – 200 thousand of tons. Concerning biogas, potential of its production on farm enterprises is 2,45 million of tons of equivalent fuel, and among theoretical 3000 biogas installations only few of them work (according to the experts\u2019 estimations), \u2014 Elena Rybak explained during her presentation.<\/p>\n
According to the expert, political and economic factors prevent us from achieving the designated numbers. \u00abFirst of all these are political decisions, \u2014 Elena Rybak specifies. \u2014 Today two draft laws on stimulation of development of biodiesel and bioethanol markets are in process. If the laws is adopted, Ukraine will declare the aims on biofuel usage in the transport sector, which can compose up to 80% of biodiesel by 2015 (proportionally to the amount of the produced biodiesel) and 30% of bioethanol (proportionally to petroleum production)\u201d.<\/p>\n
And today Ukraine can be interesting exceptionally as a supplier of raw biomaterial. Elena Rybak explains that in 2008-2009 European Union imported 2.3 million tons of rape from Ukraine, this is 1.35 milliard of US dollars. Because of high prices on rape or rapeoil in the world market, it is cheaper to export it \u00abraw\u00bb. Bioethanol production without grants and subsidizing for the internal market economically is not attractive. Potentially, biogas production from organic wastes can be financially more reasonable, but for this purpose it is necessary to solve questions with green tariff, licensing, etc.<\/p>\n","protected":false},"excerpt":{"rendered":"
