While covering the main challenges for pushing the reforms, namely big number of stakeholders and complicated coordination for decision making, Ms Rybak also informed on the positive trends on the side of the government of Ukraine.<\/p>\n<p>Among the conclusions made and further discussed with participants of the workshop were:<br \/> &#8211; Politically driven decision making, which in a way questions the strategic preferences for renewable energy while not sufficiently stressing the importance for energy saving measures. <br \/> &#8211; It is not always lack of investment available, but poor legal functioning framework, which would guarantee the return of investment. In a lot of cases it is also absence of quality projects, which would fulfill the financing criteria.<br \/> &#8211; Insufficient availability of small scale financing tools.<br \/> &#8211; Lack of understanding among population of potential savings for households.<br \/> &#8211; More challenges are awaiting for Ukrainian municipalities with the New Ukrainian Budget Code to come in force in January 2011<\/p>\n<\/p><\/div>\n","protected":false},"excerpt":{"rendered":"<div class=\"text\">\n<p>&nbsp;Director of EUEA, Ms Elena Rybak participated as a speaker in the \u201cWorkshop on Sustainable Energy Finance\u201d held in Brussels on 26 October, 2010.
