Thematic session \u21162 “Energy efficiency and decarbonisation <\/b><\/strong>perspectives<\/b><\/strong>\u00a0for Ukraine”<\/b><\/strong>\u00a0was devoted to energy efficiency in industry, in residential sector, in municipalities, sustainable buildings certification and financial instruments, problems and possible solutions for decarbonisation and achieving\u00a0strategic targets\u00a0for Ukraine.<\/p>\n

The speakers of the thematic session \u21162 were: <\/b><\/strong>Oleksiy Ryabchyn, Ex-People\u2019s Deputy of Ukraine, Adviser to the Minister of Environmental Protection, Adviser to the Deputy Prime Minister on European Integration; Kostiantyn Gura, Acting Chairman of the State Agency on Energy Effi\u001fciency and Energy Saving of Ukraine; Yulia HolovatyukUnguryanu, Director, State Fund of Energy Effi\u001fciency; Ima Khrenova Shimkina, Deputy Project Director \u201cEnergy e\u001fciency Reform in Ukraine\u201d, Deutsche\u00a0Gesellschaft f\u00fcr Internationale Zusammenarbeit (GIZ) GmbH; Oksana Kysil, Covenant of Mayors Project Coordinator; Oleksandra Gumeniuk, EUEA Director; Liisa Andersson, Senior O\u001fcer at Energy and Resource E\u001fciency Finance, Finance in Motion GmbH. Serhiy Porovsky, Senior Energy E\u001ffficiency\u00a0Financing and Policy Expert, UNIDO\/GEF UKR IEE Project \u201cIntroduction of Energy Management System Standard in Ukrainian Industry\u201d\u00a0moderated the session.<\/p>\n

Oleksiy Ryabchyn, Ex-People\u2019s Deputy of Ukraine, Adviser to the Minister of Environmental Protection, Adviser to the Deputy Prime Minister on European Integration<\/b><\/strong>, noted that the green course is the EU’s economic development agenda. Europe is trying to build a new type of economy that involves transforming Europe into a climate-neutral continent and technology leadership in this area.<\/p>\n

Ukraine is already making a full contribution to the decarbonisation of the economy under the Paris Agreement. We focus on extremely important things – the goals of sustainable development of the United Nations. And commitments to implement the EU directive. An important social commitment in the development of green energy for us is to find a balance between greening and the real state of the economy.<\/p>\n

Konstantin Gura, Acting <\/b><\/strong>Chairman<\/b><\/strong>\u00a0of the State Agency <\/b><\/strong>on<\/b><\/strong>\u00a0Energy Efficiency and Energy Saving of Ukraine<\/b><\/strong>\u00a0stressed that the topic of green energy has been loud in our country since 2014.\u00a0We are now saving 1.3 billion euros a year without buying gas. This became possible also due to the development of RES.<\/p>\n

Huge funds are needed to implement the tasks facing the State Agency on Energy Efficiency. This is possible with the participation of private investment, through which we have developed the RES sector. We have almost all budget buildings and most of the housing sector are old Soviet-era buildings. It takes up to 100 billion dollars to modernize the private sector and 10 billion dollars for thermal rehabilitation of budget buildings.<\/p>\n

Yulia Holovatyuk-Unguryanu, Director, State Fund of Energy Efficiency<\/b><\/strong>, noted that a lot has happened in the last year of the Fund’s work. First – we really received more than 200 applications, yesterday we received the 201st application. The projects we received during the year are in operation, their cost is already over UAH 1 billion 208 million. The amount of grants is approximately over UAH 890 million. The Fund shows a very fast pace of development compared to other countries where similar institutions operate.
\nI want to note another important thing: the main number of these projects are complex projects for energy efficiency of buildings.<\/p>\n

Ima Khrenova-Shimkina, Deputy Project Director \u201cEnergy Efficiency Reform in Ukraine\u201d, GIZ<\/b><\/strong>,<\/b><\/strong>\u00a0outlined three areas of the new GIZ project on implementation of directives: promoting energy efficiency reform\u00a0– this is the development of legislation, harmonization of legislation and implementation of European directives; municipal energy efficiency and advanced training of energy efficiency staff. There are already three hubs of energy innovations in Kharkiv, Dnipro and Chernivtsi, and we want to expand this network.<\/p>\n

The Covenant of Mayors provides for three components now, said Oksana Kysil, Covenant of Mayors<\/b><\/strong>\u00a0Project Coordinator<\/b><\/strong>: climate\u00a0change\u00a0mitigation, climate change adaptation, safe, sustainable and affordable energy. That is, cities voluntarily commit to reducing emissions by up to 30% by 2030. And, by the way, it was the cities and towns that first began to implement the Paris Agreement in Ukraine. Then the state just began. We see the challenges facing cities, and when we talk about energy efficiency, it seems to me that energy efficiency is not enough. Cities already need much more – climate change management system within the city.<\/p>\n

Oleksandra Gumeniuk, Director of the European-Ukrainian Energy Agency,\u00a0<\/b><\/strong>noted the prospects for the positive development of the sustainable energy-efficient infrastructure sector, as new initiatives for energy-efficient buildings in Ukraine are constantly emerging in Ukraine. In particular,\u00a0Ms. Gumeniuk\u00a0demonstrated the possibilities of cooperation between participants \u2013 developers, banks, a certifying company, which confirms the class of energy consumption and owners of energy-efficient housing, and as a result of such cooperation, the homeowner\u2019s monthly maintenance costs are reduced by almost a quarter.<\/p>\n

Liisa Andersson, Senior Officer at Energy and Resource Efficiency Finance, Finance in Motion,<\/strong> noted that Ukraine is\u00a0a key\u00a0<\/span>market for\u00a0the GGF<\/span>, 114<\/span>\u00a0million euros have been allocated\u00a0in<\/span>\u00a0Ukraine for\u00a0green finance<\/span>.\u00a0A<\/span>s the Ukrainian Green Deal is being implemented, the GGF is looking to expand and support sustainability efforts in the country.\u00a0<\/span>Funding is provided\u00a0both directly and\u00a0<\/span>with the participation of local financial institutions.\u00a0The GGF has supported efficiency in agriculture, renewable energy projects and is now looking at efficiency in buildings \u2013 to avoid the carbon lock-in associated with inefficient buildings; both via renovation of existing building stock as well as the construction of efficient green buildings.<\/span><\/p>\n

According to Serhiy Porovsky, Senior <\/b><\/strong>Energy Efficiency<\/b><\/strong>\u00a0Financing and Policy Expert, UNIDO\/GEF UKR IEE Project \u201cIntroduction of Energy Management System Standard in Ukrainian Industry<\/b><\/strong>\u201d,<\/b><\/strong> we all have a lot of work to do, and the main areas to pay attention to it is still a multisectoral approach to implementing energy efficiency policy and realizing the full potential of energy efficiency, large-scale implementation of energy management systems to monitor and understand performance, access to finance, use of different types of tools to improve access to finance, use guarantees to improve access to finance, legislation and policy of decarbonisation, decoupling and a strategic view on the implementation of this policy, and the responsibility of each of us – from the final consumer to the municipality to the national authorities responsible for shaping this policy.<\/p>\n
