{"id":29399,"date":"2023-02-14T14:18:37","date_gmt":"2023-02-14T12:18:37","guid":{"rendered":"https:\/\/euea-energyagency.org\/?p=29399"},"modified":"2023-02-14T14:18:37","modified_gmt":"2023-02-14T12:18:37","slug":"the-verkhovna-rada-of-ukraine-has-registered-draft-laws-related-to-the-res-sector","status":"publish","type":"post","link":"https:\/\/euea-energyagency.org\/en\/news\/market-news\/the-verkhovna-rada-of-ukraine-has-registered-draft-laws-related-to-the-res-sector\/","title":{"rendered":"The Verkhovna Rada of Ukraine has registered draft laws related to the RES sector"},"content":{"rendered":"<p class=\"p1\" style=\"text-align: justify;\">On February 10, 2023, the Cabinet of Ministers of Ukraine approved:<\/p>\n<p class=\"p1\" style=\"text-align: justify;\"><strong>1-<\/strong> The Draft Law<strong><a href=\"https:\/\/itd.rada.gov.ua\/billInfo\/Bills\/Card\/41361?fbclid=IwAR0EVk8PJpPWFe_i4CJ9OabSxWeSxx6F535ryl0KkiVQKNFItZjzSf81mYI\"> \u21169012<\/a><\/strong> on Amendments to Certain Laws of Ukraine on the Introduction of the Register\u00a0of the Guarantee of Origin\u00a0for\u00a0Electricity Produced from Renewable Energy Sources.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">The Draft Law provides for the establishment of legal base<span class=\"s2\">s<\/span>\u00a0for the issuance, use and\u00a0cancellation\u00a0of guarantees of origin\u00a0for\u00a0<span class=\"s2\">of<\/span> the\u00a0electricity produced from renewable energy sources. The authorized body for issuing the guarantee of origin of electricity produced from RES will become the NEURC, and the market operator will be responsible for the trading\u00a0of\u00a0the\u00a0guarantees of origin of electricity produced from RES.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">The EUEA has already expressed its support for the initiative of the Ministry of Energy of Ukraine to introduce guarantees of origin of electricity produced from RES in Ukraine and provided its proposals.\u00a0The introduction of the certificate circulation, confirming the origin of &#8220;green&#8221; electricity produced in Ukraine, will allow producers to receive additional income. In the long term, it will allow synchronization with the European registers of guarantees of origin of electricity.<\/p>\n<p class=\"p2\" style=\"text-align: justify;\"><span class=\"s3\"><a href=\"https:\/\/itd.rada.gov.ua\/billInfo\/Bills\/pubFile\/1652130\">The Draft Law.<\/a><\/span><\/p>\n<p class=\"p2\" style=\"text-align: justify;\"><span class=\"s3\"><a href=\"https:\/\/itd.rada.gov.ua\/billInfo\/Bills\/pubFile\/1652128\">Explanatory note.<\/a><\/span><\/p>\n<p class=\"p1\" style=\"text-align: justify;\"><strong>2-<\/strong> The Draft Law<strong><a href=\"https:\/\/itd.rada.gov.ua\/billInfo\/Bills\/Card\/41360fbclid=IwAR0Q6F84CxHcESMikFKVE_z8QCm2DmMXjNiKyhzTIA4pywCj5dGVdoXunU0\"> \u21169011<\/a><\/strong> on Amendments to Certain Laws of Ukraine on Improving Conditions for Supporting Electricity Production from Alternative Energy Sources by Consumer Generating Installations.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">The Draft Law envisages the introduction of a net metering system to ensure the development of RES small distributed generation without additional financial\u00a0support\u00a0from the state and consumers. Also, the introduction of a new contract for the purchase and sale of electricity\u00a0is previewed\u00a0based on the mechanism of self-production and the definition of categories of consumers who have the right to use the mechanism of self-production.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">The law will allow to ensure the development of small distributed generation of electricity from RES\u00a0at the account\u00a0of\u00a0prosumer\u00a0installations.
