The law defines the requirements for the introduction of highly efficient production of thermal energy and electricity while implementing the requirements of Directive 2012\/27\/EU on energy efficiency.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">The law defines that cogeneration is considered highly efficient if the efficiency of energy generation by the cogeneration plant compared to the reference values of the efficiency of separate production of thermal and electrical energy results in savings of primary energy at the level of:<\/p>\n<ul>\n<li class=\"p1\" style=\"text-align: justify;\">more than 10% (for installations with a capacity of more than 1 MW inclusive);<\/li>\n<li class=\"p1\" style=\"text-align: justify;\">more than 0% (for small cogeneration plants with a capacity of 50 kW to 1 MW and micro-cogeneration plants with a capacity of up to 50 kW).<\/li>\n<\/ul>\n<p class=\"p1\" style=\"text-align: justify;\">This means that cogeneration plants will contribute to more efficient use of primary energy, which, in turn, will reduce fuel consumption and emissions into the atmosphere, which affects the reduction of carbon emissions and the improvement of the ecological situation in the country.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">An exceptional advantage of highly efficient cogeneration is the possibility of decentralization of electricity generation, which is critically necessary in the conditions of terrorist attacks in russia.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">The SAEE will carry out the qualification of highly efficient cogeneration and the issuance of guarantees of origin.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">In the EU, heat reuse provides 12% of electricity and 16% of thermal energy used in homes, industry and district heating.
