Ukrainian NGO, “Dixie GROUP”, has presented its assessment report on Ukraine’s membership in the Energy Community. The project was implemented with the support of the International Fund “Revival”.
By becoming a full member of the Energy Community, Ukraine undertook to implement a number of European directives and regulations in the areas of electricity and gas, environment, renewable energy. In addition, performance is subject to a number of Obligation directives on environmental protection, and recommended changes that Ukraine might introduce in the fields of environment and energy efficiency.
In October 2012 the scope of the Treaty establishing the Energy Community was expanded, whereas all “Parties” committed additional obligations related to renewable energy, oil and statistics.
“Within the two years since signing the Energy Community Treaty, Ukraine has failed to fully implement even one of many obligations” – Report on security of supply.
Moreover, all other implemented action and changes introduced, do not always fully meet EU requirements.
Indeed, Ukraine seems to be lagging very much behind in schedule…
“Ukraine is delaying the execution of reforms, and this slowness alienates the country from the Energy Community” – said Elena Pavlenko, President of” Dixie Group. “It seems that the government is acting on a “hot potato” practice: always waiting for someone else to take up responsibility and achieve goals, while the Energy Community grown and expects further developments.
