Initiative to create a Decarbonisation Fund in Ukraine

The Verkhovna Rada registered a bill amending the Budget Code of Ukraine to introduce a state decarbonisation fund (Bill No. 4347). The author of the bill is a member of the Committee on Energy and Utilities, people’s deputy Yuriy Kamelchuk, who supported the initiative of the Ministry of Energy.

The source of the Fund is a tax on carbon dioxide emissions. It is planned to increase this tax from 10 to 30 UAH/ton.

The world’s 18 leading countries use the CO2 tax exclusively on decarbonisation measures, which already have significant energy efficiency and environmental effects.

In Ukraine today, this tax also exists and goes to the general fund of the State Budget. To increase the efficiency of its use, it is proposed to make part of this tax a source for filling the Decarbonisation Fund.

50% of the tax will go to the general fund of the State Budget/ where it will be distributed to environmental protection measures; 50% –  to the Decarbonisation Fund.

The Fund’s funds will be used exclusively for projects that reduce CO2 emissions and have energy-efficient, environmental and social effects.

Currently, seven areas are being considered:

  • Ecomodernization of enterprises, including generating ones;
  • Modernization of heating networks, water supply systems, street lighting;
  • Cheapening of projects for utilization (processing) of household waste;
  • Electric buses for public transport;
  • Stimulating the use of electric cars by the population;
  • Replacement of traditional fuels in the budget sphere;
  • Stimulating the production and use of bioethanol, biogas.

However, this list is not exhaustive and may be supplemented.
