Concerning the update of the Energy
Strategy of Ukraine until 2030

Dear Victor Fedorovych!
Under the Economic Reform Program for 2010-2014 “Wealthy society, competitive economics, effective state”, order of the President of Ukraine from 22.08.2011 to prevent the negative consequences for Ukraine’s economy of a significant increase of imported natural gas prices, decrees of the Cabinet of Ministers of Ukraine from 16.10.2010 № 56047/25/1-10 and from 15.02.2011 № 7805/0/1-11 an update of an Energy Strategy of Ukraine until 2030 (hereinafter the Energy Strategy) is foreseen. The leading think tanks, NGOs and independent experts are concerned about closed and non transparent update of this socially important document and request that you take the necessary measures to secure proper cooperation with the civil society on strategic government decisions.
The Energy Strategy is one of the main documents of the country, as it has a direct impact on the competitiveness of the state, national security, its international image and all sectors of the economy. The impact of energy on the environment (both in local and global scales), health and welfare, quality of life in the country and of each individual citizen is among crucial ones. According to the Cabinet of Ministers of Ukraine Decree, dated November 3, 2010 № 996 and Regulation of the Directive 2003/35/EC, to exercise the rights and freedoms, please ensure the participation of citizens and their associations in the discussion of the Energy Strategy through consultation with a wide range of NGOs and independent experts.
The citizens’ participation in decision making related to socio-economic development is one of the main features of the rule of law, sustainable civil society and is a basic European principle for citizens to execute their rights in the implementation of public policy.
Taking into account all of the above, please:
– Unveil the main developer, performers, consultants and composition of working groups, which work on sector proposals to the updated Energy Strategy draft;
– Guarantee the participation of NGOs and independent experts in the Energy Strategy update by including them into the working groups;
– Publish all the proposals that have been received as well as those to be delivered to the Energy Strategy draft;
– Introduce a public discussion of proposals to the Energy Strategy draft at round tables with NGOs and independent experts’ participation.
