The cover sheet to this draft law states that regulatory basis for the new market model is elaborated in course of implementation of the Component E (“Implementation of the Concept of the Electricity Wholesale Market of Ukraine”), Loan Agreement between Ukraine and the International Bank for Reconstruction and Development (#4795-UA) dd. September 19, 2005 ratified by the Parliament of Ukraine (the Law of Ukraine dd. 21.12.2005 #3256). The cover sheet also specifies that opening of the electricity market of Ukraine is planed in following stages: 2009 – 10%; 2010 – 20%; 2011 – 30%.
