New life for old houses

Energodim is an international support program which allows to renovate old apartment buildings in Ukraine in a way to improve their energy efficiency, reduce maintenance costs, as well as the harmful effect on the environment. This program is aimed at helping associations of apartment building home owners (condominiums). It partially or almost completely – depending on the chosen format – covers the costs of repair and reconstruction of buildings. The program was launched in August 2019, and in April 2020 it received a new version.

The program is funded by the Energy Efficiency Fund. This is a state institution established by the Government of Ukraine. Partners and donors of the Fund are the European Union, the Government of Germany, the German Federal Company (GIZ) GmbH, a team of consultants from the International Bank for Reconstruction and Development, the UNDP project “Home Owners of Ukraine for Sustainable Energy Solutions” (HOUSES), and partner banks.

As of June 5, 2020, the total cost of projects applied for participation in the Energodim program is almost half a billion UAH. At the same time, grant support for these projects will cover almost 385 million UAH, ie more than 70% of costs.

The geography of applications is very diverse, but most of applications were received from associations of home owners from Volyn region – 26. 12 applications – from Chernihiv, 9 from Lviv region, 8 applications came from Odessa region.

This year, the program has come up with a nice bonus for those who have time to apply the fastest. The first 500 condominiums will have an additional + 20% to the amount of compensation for construction work. Previously, such bonuses were provided for the first 300 applications.

The Energodim program provides a grant that partially reimburses the costs paid by condominiums in the process of modernizing the house. The funds partially cover:

– conducting an energy audit;

– development of project documentation and its examination (including inspection of the object (building);

– the actual reconstruction for energy efficiency, which includes the cost of works (services), equipment and materials;

– technical and author’s supervision services;

– energy efficiency certification of the building after project implementation;

– inspection of engineering systems of the building where the reconstruction was carried out.

Grant payments to the Energy Efficiency Fund are made in stages in three tranches.

The program is valid until December 31, 2023.
