
Energy Efficiency as way to Decarbonise Ukrainian Aviation Infrastructure

Objective for January 24, 2019: prepare recommendations for new support program for “green” transport infrastructure in Ukraine and Eastern Partnership countries by the clarification current status of energy efficiency of aviation infrastructure in Ukraine as part of EaP transport infrastructure and brainstorming of goals we could reach by “green” transport infrastructure program.
Target audience: Top management of Ukrainian airports, heads of relevant governmental and municipal authorities, carriers and companies providing ground handling services, diplomatic missions to Ukraine representatives, international financial organizations, other donors and foundations.
Relevance: Topic of reduction of energy consumption, as way of decarbonization is highly demanded in Ukraine and EaP countries both as for environment and for cost-effectiveness for passengers.
Conditions to participate: EUEA members, public institutions are free of charge. Private companies 100 Euro fee.
Amount of power is limited, participation is possible only after confirmation of participation by organizers.

Relevant information:
In November 2018 the European Commission adopted the maps of the Trans-European Transport Network (TEN-T) in EaP region as part of the TEN-T policy directed towards the implementation and development of a Europe-wide network of roads, railway lines, inland waterways, maritime shipping routes, ports, airports and rail-road terminals. The ultimate objective of TEN-T is not only close gaps, remove bottlenecks and eliminate technical barriers that exist between the transport networks, but also strengthening the road safety, social, economic and territorial cohesion and contributing to the decrease of CO2 emissions.
Unfortunately, in the sphere of decarbonization of transport infrastructure in EaP in the frame of TEN-T there has been nothing done yet. According to the requirements of European Union in the frame of Association Agreement, Eastern Partnership countries adopted relevant strategic documents, as in May 2018 there was adopted by Ukrainian Government National Transport Strategy of Ukraine by 2030, where decarbonization and decrease of negative impact of transport infrastructure to the environment was among 5 top priorities for Ukraine by 2030. Taking into account the National Energy Strategy of Ukraine by 2035 and Action Plan of Energy Strategy implementation by 2020, Energy Efficiency Action Plan by 2020 with the aim to reduce energy consumption by municipal infrastructure, including transport infrastructure is highly demanded.
From another side, we have to accept, that, energy resources for the administration of transport infrastructure are included to the price of the transport service whether it is cargo or passenger. It means, that more efficient energy and resources consumption leads to decrease price of ticket, as the part for energy resources in the ticket will be decreased as well. And in countries with emerged markets with low purchasing capacity of population this is urgently needed. That is why topic of decarbonization is highly demanded in EaP countries both as for environment and for cost-effectiveness.
We can observe the growth of transport connectivity in aviation comparing to last year which makes the issue of energy consumption even more burning. The global trends in the development of transport systems demonstrate the need for the rapid integration of transport technologies and regional mobility projects. Transportation is becoming more energy-efficient and “green”, safe and user-friendly and environmentally friendly. Many countries in the world are planning to replace most of the cars with internal combustion engines on electric vehicles by 2030. The growth of speed, efficiency and environmental friendliness of vehicles is a major trend in all modes of transport.
