New members of the Contest Commission for the selection of the Regulator members were elected

The Verkhovna Rada Committee on Energy, Housing, and Utilities Services elected Svitlana Golikova, Oleksiy Ryabchyn, and Oleh Prokhorenko as members of the Contest Commission for the selection of members of the NEURC.

During the discussion of the candidacies, the head of the Committee Andriy Gerus noted that the Presidential Decree on the rotation of the members of the NEURC is expected in the near future, and the creation of a competition commission to elect new members is very important.

The Regulator obliged NPC Ukrenergo to monitor transactions in the Bilateral Agreement Market and in the Day-ahead Market (DAM) if the System Operator finds that the trader has put up for sale at DAM larger volumes than the total value of electricity already contracted in the Bilateral Agreement Market (taking into account exports and imports), then such a company will be deprived of the opportunity to participate in these market segments (and in the intraday market) for 7 days. The relevant decision was made at a meeting on June 3.

Ukrenergo received the right to restrict RES connection to the grids when there is a threat to the operational security

NPC Ukrenergo received the right to temporarily stop (restrict) the issue of technical conditions for grid connection of electrical installations of renewable energy sources (RES) if the operational security limits of the Integrated Power System (IPS) of Ukraine are reached. The restrictions may stay in force until the technical and market measures are implemented ensuring the adequate and sustainable operation of the power facilities and envisaged in the Generation Adequacy Report approved by the NEURC. The Transmission System Operator should approve the decision on restricting the issue of technical conditions for connection based on its criteria, which will be developed and published on the NPC Ukrenergo’s website in the coming months.

It is stated in NEURC Resolution No. 1070 dated 3 June 2020 posted on the Regulator’s website. The document introduced changes to relevant provisions of the Transmission System Code.

Ukrenergo is testing RES Congestion Management System

NPC Ukrenergo is introducing the RES Congestion Management System — the software enabling the automation of generating and issuing the dispatch instructions to change the current load of RES generation.

The System allows issuing such instructions simultaneously to a large number of power plants. At the same time, it will maintain the principles of proportionality and non-discrimination in the application of generation constraints.

Ukrenergo has announced the procedure for connecting to the RES Congestion Management System

All information on the implementation of the RES Congestion Management System, in particular, instructions, technical requirements, and questionnaires are posted on the NPC Ukrenergo website in the “Single Window (Connection)” section in the “RES Congestion Management System” tab in the Ukrainian version of the site.

Ukrenergo presented the list of substations to which High-Manoeuvre Generation facilities and Energy Storage can be connected

This list is part of the Transmission System Development Plan for 2021—2030.

Over the next 10 years, Ukraine should build 2 GW of new Manoeuvre Facilities with a quick start and 2 GW of the Energy Storage. The minimum installed capacity of each new High-Manoeuvre Generation facility should be from 20 MW to 250 MW.

The debt of the Guaranteed Buyer reached UAH 20 billion

The debt of the Guaranteed Buyer to RES producers is UAH 14 billion, the company owes another UAH 6 billion to Energoatom. This was reported by Acting Minister of Energy Olga Buslavets at a meeting of the Verkhovna Rada Committee on Energy and Utilities on Thursday.
