Legislation: Decree of the President of Ukraine from August 22 enforces energy saving measures

newsM. Azarov is assigned to submit the draft law on mandatory registration of produced, transported, distributed and actually consumed heat energy by October 1, 2011. As well as by November 1, 2011 ensure:

– amendments to the state target economic program of energy efficiency and the development of energy production from renewable energy sources and alternative fuels in 2010 – 2015 years and the Energy Strategy of Ukraine until 2030 to reduce the volume of natural gas and increase use of alternative fuels;

– improvement of the usage of state budget funds for implementing the State Target Economic Program on energy efficiency and the development of energy production from renewable energy sources and alternative fuels in 2010 – 2015 years, giving priority to projects aimed at reducing consumption of natural gas;

– approval of a plan to increase the share of domestic liquid and gaseous hydrocarbons in the energy budget of Ukraine for 2011 – 2012 years;

By December 31, 2011:

– develop additional measures to stimulate energy efficiency technologies and economic use of energy resources, production of alternative fuels, particularly with the support of international technical assistance, encouraging investment and credit resources of foreign investors;

The decree also foresees ensuring continuous measures aimed at developing community conscious attitude to the need of saving energy consumption, especially natural gas.

Relevant officials and administrative units are also obliged to: ensure energy audits of enterprises engaged in generation, transmission and supply of thermal energy to consumers, and further to take measures to improve energy efficiency of such entities and reduce their natural gas consumption in the production of heat, in particular by replacing the natural gas with alternative fuels; evaluate readiness of business entities that use natural gas as primary fuel, to switch to backup fuels and take measures to eliminate any possible shortcomings (Before October 1, 2011).

During 2011-2012 the Autonomous Republic of Crimea, the regional, Kyiv and Sevastopol city state administrations are encouraged to actively attract funds from non-budget sources, including international organizations, to optimize the heat supply systems of settlements through closure or modernization of unprofitable municipal power generating facilities, introduction of cogeneration plants, construction, if necessary, new boiler plants according to the latest energy saving technologies and the use of modern types of insulation and pre-insulated pipes during repairs of heating networks, installations of individual heating units.
