The Government has authorized a number of Ministers’ deputies to temporarily perform duties of acting Ministers. Shubin Vitalii will be acting Minister of Energy and Environmental Protection.

Ukrenergo

Ukrenergo published the final version of the report on the adequacy of generation capacities. This is amongst the strategic documents setting the outlook for the development of the Ukrainian power system and required by the new electricity market law.

The report emphasizes, amongst other things, the need for commissioning of 2GW of quick-start generation capacities and 2GB of quick start reserves on the basis of energy storage systems by 2030 in order to ensure the operational safety of the Ukrainian Power System (UPS).

Guaranteed Buyer

The Guaranteed Buyer paid UAH 3.2 billion to producers of renewable energy for “green” electricity 2020:

in January – UAH 1.9 billion for electricity. The current level of calculations – 93%;

in February – UAH 1.3 billion. The current level of calculations is 66%.

Energy Community Secretariat

On 10 March, EU4Energy launched a technical assistance project to assist Ukraine in the transposition of Regulation (EU) 347/2013, which aims to facilitate investments in energy infrastructure.

Representatives of the Ministry of Energy and Environmental Protection of Ukraine and Energy Community Secretariat experts discussed ways to put the new project in motion.

The draft legislation will be developed with EU4Energy assistance by the end of April 2020 and is to rely on the findings of the legal analysis of the current regulatory framework of Ukraine developed by the Secretariat’s experts in 2019. The Regulation prescribes establishing a national competent authority, setting procedures for the permitting process and defining the methodology and criteria to be used for evaluating the investment in electricity and gas projects and the risks incurred by them.
