On July 2, 2020 U.S.Congresswoman and co-chair of the U.S. Congressional Ukraine Caucus Marcy Kaptur and U.S. Congressman and member of the U.S. Congressional Ukraine Caucus Mike Quigley appealed to the President of Ukraine Volodymyr Zelenskiy to proceed with the consensual approach in negotiations with both wind and solar investors and industry players as the Administration seeks to restructure the legislation that has served as the basis for their respective investments.

“Maintaining the integrity of this approach would be recognized as a substantial achievement and would bolster Ukraine’s credibility in attracting further foreign direct investment in its energy sector and other sectors of Ukraine’s economy”, they stated.

Also they expressed their strong support for Ukraine’s efforts to strengthen its energy security, including through the development of renewable energy, and stated their support for a consensual approach in negotiations on the restructuring the existing legislation of Ukraine that established a State feed-in tariff regime.

The letter emphasizes that U.S. companies are at the forefront of the projects in renewables industry of Ukraine, the European Bank for Reconstruction and Development, in which the United States is a leading shareholder, has provided or approved financing of $600 million for renewable energy projects in Ukraine, the U.S. International Development Finance Corporation committed $400 million in financing and political risk insurance for a wind power project in Ukraine.
