Yesterday, August 11, 2021, a meeting of the Working Group on the Draft Law №5600 was held, chaired by the Chairman of the Committee on Finance, Taxation and Customs Policy Danylo Hetmantsev.

Director of EUEA Oleksandra Gumeniuk and Chairman of UWEA Andriy Konechenkov expressed a common position against the abolition of the excise tax exemption for RES producers, provided for in Draft Law №5600, as this would actually mean a reduction of the “green” tariff, which already has happened last year. In addition, the introduction of excise tax will change the legislation in force on the date of entry into force of Law No. 810-IX and will violate the guarantees provided by the state in Article 9-4 of the Law of Ukraine “On Alternative Energy Sources” and paragraph 22 of the Memorandum. These changes will worsen the regulatory environment for electricity producers with RES, as they will lead to an increase in the amount of tax liabilities that must be paid by such producers in the sale of electricity, and the actual withdrawal of part of their income.

It will be recalled that since the beginning of the registration of the Draft Law №5600 of 02.06.2021, the leading associations of the renewable energy sector (EUEA,UWEA and UARE) are categorically against the introduction of excise duty on 3.2% on electricity produced from renewable sources, provided for in the Draft Law №5600.
