The objectives of the seminar were:

• To make aware the participants of the stakes, the connections with the EE strategy and housing policy, and the steps and components of a certification and labelling programme

• To make them aware of the concrete issues to be dealt with, methods and tools to be used, in the legal, awareness, capacity building areas as well as regarding the relationships between concerned actors, on the basis of the experience of EU (“old” and “new” Member States) and other countries, when designing and implementing labelling.
