The roundtable: “Ukraine on the path to European rules of the electricity market” took place on 5 September 2012 at UKRINFORM.
The event was organized by the Information Processing Centre in the energy sector “Energobiznes” supported by the Committee of Verkhovna Rada of Ukraine on Energy, Nuclear Policy and Nuclear Safety.
Among the participants of the event were: Igor Glushchenko – deputy of Ukraine, the author of the Draft law; Sergey Bedin – Director of the “Energorynok”; Elena Rybak – Director of the European-Ukrainian Energy Agency; Roseta Karova – a representative of the Energy Community Secretariat (Austria); Svitlana Golikova – the Director of the consulting agency “TransEnerhoKonsaltynh”; Julia Nosulko – the Head of the Department of regulatory Policy DTEK and many other market experts.
During the roundtable participants discussed rules of the Ukrainian electricity market and specifically the Draft law submitted to the Parliament. On behalf of EUEA members, Elena Rybak expressed support for the Draft law, noted that the Agency prepared and submitted comments to the Parliamentary Committee.
Among the main priorities for market reforming within the framework of a law Elena stated the issues of “cross-subsidization”, unified retail tariffs for electricity consumers as well as Article 24 about the Fund for Distribution of Cost Imbalance. The Adjustment of this Draft law in relation to the law on “green tariff” including an issue of electricity procurement guarantees till 2030 and preparation of other regulations certainly is not less important.
All participants expressed positive comments on the Draft law initiative, agreed about the enormous work conducted, as well as noted that it is necessary to develop an effective Procedure for implementation in order to avoid delays due to procedural issues.
