On the Verkhovna Rada of Ukraine website there are two bills registered on balancing of the energy system and energy storage systems:
№ 2496 from 26.11.2019 «On ensuring energy security and flexibility of the grid, real competition, decarbonisation of the economy, lower prices of electricity consumption (in relation to energy storage systems)» and
№ 2582 from 12.12.2019 «On Amendments to the Law of Ukraine “On the Electricity Market” (on energy security, balancing of the energy system and energy storage system)».
The first draft law is a thorough one, aimed at regulating new relations in the electricity market and helping to solve problems that are relevant to the energy system of Ukraine; whereas the second draft law introduces the concepts of “energy storage system” and “energy storage system operator” by introducing amendments to the Law “On the Electricity Market” and consolidates the Transmission System Operator PSO for the development of such systems..

On December 13, 2019, a meeting of the Verkhovna Rada Committee on Energy, Housing and Utilities Services was held, which considered the draft law# 2543 of 06/12/2019 “On Amending Some Laws of Ukraine on Improving the Investment Climate in the Renewable Energy Sector”. The draft law was not endorsed by either the Committee, or the Ministry of Energy and the NEURC. Recall that the draft law was supported by EUEA with additional comments.

NEURC at its meeting approved the Model contract for the sale of electric energy between the Guaranteed Buyer and a business entity, according to the results of the auction, it received the right to support by resolution No. 2803 of December 13, 2019 “On approval of a Model contract for the sale of electric energy between a guaranteed buyer and a business entity, which by the results of the auction received the right to support. ” To date, the official text of the resolution is not available on the NEURC website.
This Agreement is concluded between the Guaranteed Buyer and business entities that intend to produce electricity from alternative energy sources and, following the results of the auction, have received the right to support (business entities).
It is interesting that the model agreement was approved earlier than the procedure for holding auctions for the allocation of support quotas, which must be approved by the Government.

The Guaranteed Buyer draws attention of business entities that intend to sell at the “green” tariff and plan to conclude contracts for the sale of electric energy before the start of construction and / or commissioning of the corresponding electric power industry facility by the end of the current year, on the need to provide all the necessary documents up to December 24, 2019.
