Reduced deadlines for submission of alternative bills to draft Laws №3658 and №3657.

Shortened deadlines for submitting alternative bills to the draft Law on Amendments to Some Laws of Ukraine on Improving Conditions for Supporting Electricity Production from Alternative Energy Sources (№3658) and to the Draft Law on Amendments to the Law of Ukraine “On the Electricity Market” (№3657). The Verkhovna Rada of Ukraine voted for this on June 19, 2020. There is currently no official information on the committee’s consideration.

The Verkhovna Rada of Ukraine adopted Law №2386 “On Measures Aimed at Repaying Debts Formed on the Wholesale Electricity Market”.

The law defines the legal, economic and organizational principles related to the repayment of debts formed on the wholesale electricity market of Ukraine. The purpose of this Law is the full repayment of debts incurred on the wholesale electricity market of Ukraine. Thus, the Law introduces the following mechanisms for debt repayment: – mutual settlements; – repayment (write-off) of debt; – assignment of the right of claim or replacement of the party in the obligation; – establishment of a target surcharge to the tariff for electricity distribution by local electricity networks to distribution system operators.

Committee on Energy and Utilities

The chairman of the Committee, Andriy Gerus, became a member of the inter-factional parliamentary association “For the Development of Atomic Energy”.

The idea of ​​creating an inter-factional parliamentary association is to protect and defend the interests of the state-owned Energoatom, nuclear power plants and satellite cities of nuclear power plants. The initiators of the creation of this association oppose shutdowns or restrictions on nuclear power plants.

Full implementation of the decisions of the Anti-Crisis headquarters will help to avoid a significant increase in the TSO tariff of Ukrenergo

The meeting of the Anti-Crisis Energy headquarters took place on 19th June 2020. In early May, the Anti-Crisis energy headquarters developed a list of specific measures to resolve the issue of financial imbalance of the State Enterprise “Guaranteed Buyer”, such as following: – reaching an agreement with investors on voluntary reduction of RES tariffs; – increase in the share of bilateral agreements with end users in the sales portfolio of Energoatom and Guaranteed Buyer; – abolition of trade restrictions applied by the Regulator and the Cabinet of Ministers exclusively to Guaranteed Buyer; – a number of non-tariff measures to finance PSO for the supply of electricity to the population and ensuring the production of RES.

In the meeting on 17th June 2020, National Commission for State Regulation of Energy and Utilities supported the signing of a Memorandum of Understanding between the Government of Ukraine and investors with warnings regarding the need to raise the TSO tariff. How will increasing of the TSO tariff impact final price of electricity is described in our website.

Ukrenergo, in turn, emphasizes the need to implement as soon as possible the measures developed by the Anti-Crisis energy headquarters to resolve the crisis in the electricity market. This can limit the forced increase in the tariff for electricity transmission services in August-December 2020.

Guaranteed buyer

The guaranteed buyer made payments to the renewable generation

On June 15, 2020, the state-owned company Guaranteed Buyer paid an advance payment for the first decade of the month for electricity generated by producers from RES.

In total, since the beginning of 2020, the Guaranteed Buyer has paid over UAH 6 billion at the “green” tariff.

At the same time, the Guaranteed Buyer did not receive advance payments from Ukrenergo in accordance with the Procedure for Purchase of Electricity at the “Green” Tariff. Ukrenergo’s total debt to the Guaranteed Buyer exceeds UAH 17 billion.
