Decree of the President of Ukraine №874/2019 dated December 2, 2019 enacts the decision of the National Security and Defense Council of Ukraine of December 2, 2019 “On urgent energy security measures”. Among other issues, the Cabinet of Ministers is tasked with revising before April 1, 2020 Ukraine’s Energy Strategy for the period up to 2035, taking into account Ukraine’s international commitments in the energy field, and establishing the Energy Security Expert Council as an advisory body to the National Security and Defense Council of Ukraine.

Oleksiy Honcharuk, the head of the Ukrainian Government during a meeting with Francesco La Camera, Director-General of the International Renewable Energy Agency (IRENA) said: “Our goal is to increase the share of bio energy. We are currently engaged in the development of a strategy for the transition to renewable energy up to 2050. We would greatly appreciate the cooperation with IRENA in this direction.”

Cabinet of Ministers of Ukraine amended the requirements to the authorized bank of the electricity market, approved by the resolution of the Cabinet of Ministers of Ukraine on September 5, 2018 No. 709, replacing the words “state bank” with the words and numbers “bank in the authorized capital of which at least 75 percent of the shares belong to the state”. Under these conditions gets Ukrgasbank. Before, the only authorized bank in the electricity market was Oschadbank.

For December 3, the trades, where Guaranteed Buyer plans to purchase three basic load lots with the delivery period of December 8-14 with the volume of 8400 MWh at the start prices of 1630 UAH/MWh, 1511 UAH/MWh and 1393UAH/MWh are planned to be held.

On December 1, 2019, the NEURC Resolution No. 2485, dated 26.11.2019 “On approval of the amendments to the Market Regulations and Day Ahead Market and Intraday Market Regulations” comes into force. Key changes:

Changed marginal prices at the balancing market: the market members shall specify in their balancing electricity requests the price which is not lower than 70% of the day ahead market price for this accounting period, but not higher than 115% of the day ahead market price for this accounting period;

The hour minimum DAM sales request shall be 10 % of the total sales value: during the first year of the day ahead electricity market operation, the lower limit of the mandatory electricity sale request at the day ahead market for the electricity producers, except micro-, mini-, minor water power plants and alternative sources power plants, for each day of the supply at the calculation period, shall be 10 % of the total electricity sales by all the sales units of such producer within this accounting period.
