The new amendments for the first time introduced the “green” tariff for the current produced from biogas and small rooftop solar installations, as well as incentive in form of an increased tariff rate for small hydropower plants. To get the “green” tariff, the producers of alternative energy will have to fulfill a number of conditions, where the main concern is the rule of “local content” (meaning the use of local services and domestically produced components while building power plants). For wind, solar and biomass power plants, the construction of which commenced after January 1, 2012 and brought into service after 1 July 2013, the proportion of local components and labor should be 30% and 50% – for those, put into operation after July 1, 2014. The biogas power plants must fulfill the requirement of 30% local content from January 1, 2014, and about 50% – from 1 January 2015.
