The Verkhovna Rada of Ukraine in the second reading and as a whole approved the draft law “On Amending Certain Laws of Ukraine Regarding the Safety of the Use of Nuclear Energy” (No. 2372).

The adoption of the bill will allow Energoatom to attract additional loan funds in the amount of 200 million euros for security programs.

The second meeting of the Anti-Crisis Energy Staff was held

On May 19, 2020, the second meeting of the Anti-Crisis Energy Staff was held under the chairmanship of the Prime Minister of Ukraine Denys Shmyhal.

The Prime Minister heard a report by the acting Minister of Energy and Environmental Protection Olha Buslavets on the progress of implementation of the decisions of the first meeting of the Anti-Crisis Energy Headquarters. The National Energy and Utilities Regulatory Commission were instructed on the inadmissibility of non-compliance with the decisions of the Anti-Crisis Staff and while the Energoatom – on the requirement to adhere to the approved forecast balance.

The issues of the economic balance of the electricity market and issues of resolving the situation in the field of renewable energy were considered at the meeting.

Also, the Anti-Crisis Energy Staff drew the attention of MPs to a significant number of legislative initiatives that contain anti-crisis measures and are registered in the Verkhovna Rada Secretariat and proposed to speed up the consideration of such draft laws.

The first meeting of the Expert Council of the Minekoenergo took place

At the first meeting, the leadership of the council, working groups were elected and the priorities of its work were determined.

Sergiy Chekh was elected Chairman of the Expert Council, Boris Kostyukovsky, Deputy Chairman, and Oleksandr Trokhimets as Secretary. Within the council, seven working groups have been created.

Olga Buslavets noted that the tasks of the Expert Council will be monitoring of problematic issues that arose in the field of energy and environmental protection, developing recommendations for their solution, as well as economic modeling and calculations, analysis of documents from an economic point of view.

The draft resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Procedure for Conducting Electronic Auctions for the Sale of Electricity under Bilateral Agreements” has been published

The main purpose of the draft resolution is to create conditions to ensure the stability of electricity prices for large non-domestic electricity consumers by concluding long-term bilateral agreements for the sale of electricity and guaranteed cash flow for generating enterprises.

Comments and suggestions are accepted until 19.06.2020 in writing or electronically.

Informs about balancing the power system May 12-17, 2020

During May 12-17, the trend towards a decrease in electricity consumption in the power system stopped. First of all, this is due to the weakening of quarantine measures starting from May 11. However, the increase in consumption is insignificant (+ 2% to working days last week; + 5% to weekends).

Dispatch teams to limit the wind farm and solar power station were not given.

Kharkivska CHPP-5 becomes the participant of the Ancillary Services Market

Kharkivska CHPP-5 obtained the certificates of compliance with requirements for ancillary services (AS) for its electrical units and from 18 May it can participate in Ukrenergo’s auctions of AS procurement.

Nowadays, 10 power plants are the participants of the ancillary services market, 8 of which are HPPs being a part of PrJSC Ukrhydroenergo, Kurakhivska TPP of DTEK Skhidenergo, and Kharkivska CHPP-5.

Ukrenergo clarified on the unbundling of the company and the issuance of permits for the grid connection of RES facilities:

The permission to grid connection is issued not only by the transmission system operator (TSO), but also by the distribution system operators (DSO), the latter issued 85% of the permissions to connect green generation facilities to the networks.

As for the large number of permits issued, the Law of Ukraine “On Electricity Market” and the Transmission System Code contain an exhaustive list of grounds for refusing to join the transmission system and distribution systems do not provide for other additional reasons.
