Today, February 7, 2022, «NPC «Ukrenergo» held a public discussion on the revision of the tariff for electricity transmission service.
The European-Ukrainian Energy Agency sent a letter in advance with proposals from EUEA member-companies, and Oleksandra Gumeniuk, EUEA Director, spoke at today’s discussion, outlining three key positions that were also sent by letter, in particular (download the EUEA letter ):
1️⃣EUEA supports adjustment by the transmission system operator of cost items in the tariff structure in terms of increasing expenditures on PSO (special responsibilities of the transmission system operator for renewable energy) which are not taken into account in the State Budget of Ukraine for 2022.
2️⃣ As of February 1, 2022, SE “Guaranteed Buyer” did not pay RES producers for electricity in full for any of the months of 2021. According to the Guaranteed Buyer, monthly settlements with RES producers in 2021 range from 62% to 93%. The debt of PJSC «NPC «Ukrenergo» to SE «Guaranteed Buyer» reaches UAH 11.2 billion. For this reason, we ask to include in the tariff structure of PJSC «NPC “Ukrenergo” for electricity transmission services for 2022 an item of expenditure to repay this debt.
3️⃣ Regarding the payment to RES producers of the cost of electricity not released as a result of their implementation in 2019 and 2020 of TSO commands to reduce the load.
📍The approved level of TSO expenditures in 2022 to pay for load reduction services by RES producers does not include the costs of paying for the cost of electricity not supplied by such producers in 2019 and 2020 due to the implementation of the TSO commands to reduce the load.
✔️ It will be recalled that according to the Law of Ukraine “On the Electricity Market”, the transmission tariff is the main source for payments under the feed-in tariff, accordingly, the inadequate level of transmission tariff creates debts to producers of electricity from renewable sources. We hope that in the next stages of the revision of the transmission tariff, warnings, comments and suggestions of the European-Ukrainian Energy Agency will be taken into account.
