1. The draft law 8449d is signed.

President Petro Poroshenko signed the Law of Ukraine “On Amendments to the Laws of Ukraine on Ensuring Competitive Conditions for the Production of Electricity from Alternative Energy Sources” № 2712 dated April 25, 2019.

The new law shifts to the new support system for RES projects to an auction system. So RES projects that will be supported for 20 years are identified in competitive way.  The first auction (pilot) is supposed to held by the end of the year

Also this Law changes the “green” tariff system: reduces the “green” tariff rates from January 1, 2020 for solar and wind projects and for three further years.

 2. The draft law on postponing the new energy market for 3 month is registered.

Parliament members Oleksandr Dombrovsky and Lev Pidlisetskyy registered draft law #10318 dated May 22, 2019 on the postpone of the start of the new electricity market for three months; to give authority to NEURC to set price caps during 12 month in different market segments: day-ahead market, intra-day, balancing and market bilateral agreements.

3. Presidential Decree On the Suspension of Authorities of the Verkhovna Rada of Ukraine and the Recognition of Early Elections

On the site of the President of Ukraine Volodymyr Zelensky there is a Decree dated May 21, 2019 No. 303/2019 on early termination of work of the Verkhovna Rada of Ukraine and setting the date for snap elections on July 21, 2019.

4. The World Bank recommends Ukraine to postpone the launch of a new model of the energy market.

Director of the World Bank for Ukraine, Belarus and Moldova Satu Kakhonen recommends that Ukraine develop a detailed plan to launch the new model of the electricity market, providing for a later date for its final launch.

5. Zelensky: We want low tariffs – we need to strive into innovations in renewable energy.

Ukrainian President Volodymyr Zelensky is convinced that Ukraine needs innovations and new modern approaches to solve the problems and breakthroughs in many industries: “We want low tariffs – we need to strive for innovations in renewable energy. 28.05 at 14-00 the meeting will be held of the Fuel and Energy Complex, Nuclear Policy and Nuclear Safety Committee. It is planned to consider at the meeting the draft law on the postponement of the launch date of the new electricity market.
